Commissioner Buckingham Seeks Industry Partners to Unlock Texas’ Next Energy Frontier on Texas State Land
AUSTIN, Texas— Today, Texas Land Commissioner Dawn Buckingham, M.D., announced that the Texas General Land Office (GLO) is launching a new effort to explore the development of geothermal energy, small modular nuclear reactors (SMRs), and natural gas plants on state lands, opening the door to new sources of dispatchable, dependable, and dominant power in Texas.
As part of this initiative, GLO is opening the Request for Information (RFI) process to qualified companies, developers, technology providers, energy producers, and other interested parties regarding opportunities to develop these next-generation energy resources.
“Texas built its economy by putting our natural resources to work, and we cannot afford to stop innovation now. Our state needs dependable energy to power homes, businesses, manufacturing, and the next generation of American industries. We have an opportunity to look beyond traditional energy sources and develop the resources and technologies that can keep Texas powered for decades to come," said Commissioner Buckingham. "Geothermal, advanced nuclear technology and natural gas plants represent very different approaches to the same challenge: producing dependable power right here at home. The GLO is going to explore every responsible opportunity to make Texas energy stronger, more reliable, and more secure.”

This call for industry input on opportunities to develop these power sources emphasizes the GLO’s longstanding role in developing Texas’ energy resources. The GLO manages more than 13 million acres of state land and minerals and uses responsible resource development to generate revenue for the Permanent School Fund, helping support Texas public education.
Commissioner Buckingham has made expanding Texas energy independence and responsibly developing state resources a priority. The GLO has also recently advanced critical mineral development on state land, including efforts surrounding USA Rare Earth’s Round Top Mountain project in Hudspeth County. The project is expected to begin commercial production in 2028 and is intended to strengthen the domestic supply chain for rare earth elements and critical minerals.
This first pillar umbrellaed under the Texas Engine: Fueled, Fed and Fortified Initiative not only emphasizes the need for developing dependable energy but also signifies another step in the GLO’s broader effort to identify how Texas state lands can support the state’s economic growth, energy security, and national security.
